Mr. Sami ul Haq Khilji enjoys experience spanning over forty-three years in public and private sectors administrative/ governance policy making positions, served Government of Pakistan in varied roles, including:

- Secretary and Managing Director, Ministry of Housing & Works
- Additional Secretary, Ministry of Environment
- Joint Secretary, Ministry Of Tourism
- Director General, Gwader Port Authority
- Director Investigation, National Accountability Bureau
- General Manager (Infrastructure), National Highway Authority
- Commercial Secretary for Pakistan in Bangladesh
Mr. Khilji holds Master degree in Sociology from Punjab University, and has done Masters in Public Policy with Economic Concentration from the University of Wisconsin, Madison, USA. Courses include Capital Improvement & Budgeting from University of Wisconsin, USA. Papers authored include: The process of land acquisition for development projects in Pakistan; Impact of Population Growth on Urban Development; Location of firm and industrialization; Comparative study of local councils between Pakistan and India; Food Security, Poverty Alleviation and Role of IFIS in Pakistan; and Women in Development in Balochistan. Mr. Khilji serves on the Boards of Sindh Modaraba, Fauji Cement Company Limited, Sindh Bank Limited, and Strategic Development & Management.
